You should do keyword research for the keyword you intend to rank for, similar to other pages or posts.
You have to research for keywords such that you have to visualize how Google is going to see this particular tag page or category page and how it is going to give a better the user experience to the site.
So If you use categories or tags, you need to use them with intention, purpose and unique content.
It is not easy, and you have to pay the same level of attention that you paid for, on the other pages and blog posts on your website, to these pages and build up something amazing.

Google hates adding contents of no value after the Panda update. Therefore, indexing the SEO unoptimized pages will affect your website ranking as said above.

In brief, unless optimized, the category/tag pages are useless and even harm the SEO. But In the user experience perspective, it is favorable because it gives good navigation to your site.

The above settings will ensure that search engines can crawl all the links but cannot index these pages.
When you are setting “NOINDEX” to Index through your SEO plugin, the Google Robot will delete the no index from the indexing when recrawling.
You have to make sure if Google deindexed the pages you preferred. However, you can delete these URLs from the google webmaster tool as well, to speed up the process.
